<p>The first of these aims sound reasonable, but the last section, on tenancy fraud, unauthorised alteration etc sounds quite intrusive and would appear to be an unusual step to take without reasonable grounds. We are not aware of other landlords behaving in this way.</p>

<p>What are people's opinions on this? Is is sensible management or is it overly intrusive? Is it something that GLERA should be taking up?</p>

<p>The RCS site straddles the boundary between Islington and the City, so the City planners have decided that the best way of dealing with the planning application for RCS is to let Islington make the decision. In the jargon, they will delegate their powers to the Islington planning committee.</p>
<p>Late on Friday afternoon the chief planning officer for the City, Annie Hampson added an emergency item to the agenda for this morning’s meeting and that is why we are here.</p>
<p>Their argument is that most of the site is in Islington. This ignores that most of the effect of the development will be on residents in the City. </p>
<ul>
<li>55 Flats in Golden Lane will lose more daylight than BRE guidelines,</li>
<li>The new school playground will grossly exceed residential noise limits,</li>
<li>The layout blocks key views,</li>
<li>Public open space will be reduced,</li>
<li>The new development will overlook residential rooms,</li>
<li>The design has a poor relationship to the Grade II and II* listed estate.</li>
</ul>
<p>Sir Mark Boleat, planning committee member, has expressed the view that councillors should be excluded from the planning process because they are subject to lobbying by the residents who vote for them. We already have issues where our elected representatives are outnumbered by councillors elected by business, now the last thread of democracy is about to be cut by this measure.</p>

<p>A young parent is wanted to join a Children, Young People and Maternity care workstream that is looking at how to deliver improved services for local people. City residents are particularly encouraged to apply to ensure City voices are heard, although Hackney residents can also get involved.</p>

<p>Last month we looked at alternative plans for the RCS site that did not include the CoLPAI tower, with all the issues this seems to be causing for the quality of the social housing and the impact on the Estate. Is it possible to achieve the same amount of school and housing accommodation on the site in a low to medium rise format that matches the surrounding housing?</p>
<p>Well this month <a href="http://www.goldenlaneestate.org/page/rcs-colpai-alternative-plans" target="_blank" rel="noopener">we have looked at possible plans in more detail</a> and it turns out that not only is it possible; you could achieve 15% more housing on the site. The key is to combine the school and housing which saves space. This layout would:</p>
<p></p>
<ul>
<li>Be planning policy compliant</li>
<li>Be cheaper to build. (The tower is £3m over budget, largely because it is high-rise)</li>
<li>Achieve more and better quality Social Housing (76 flats instead of 66)</li>
<li>Provide the same area for the school with an integrated School Hall</li>
<li>Provide public open space</li>
<li>Avoid the fire safety compromises of a single-staircase tower</li>
</ul>
<p></p>
<p>This is why the community at Golden Lane came together at the three packed public meetings over the summer to demand a better design for the extension to the estate. We met with Mark Field last week, our MP to express our utter frustration at the superficial consultation that took place. If there had been meaningful consultation from the start we would not be fighting this development now - we would be working together to create the extension that Golden Lane deserves.</p>

We think the design is a mistake and <a href="http://www.goldenlaneestate.org/page/rcs-colpai-alternative-plans" target="_blank" rel="noopener">there is a better way.</a> So do SAVE, the C20th Society, The Islington Design Review Panel, John Allen (who wrote the listed building guidelines for Golden Lane) 1400 signatories to the petition online and on paper and 135 local residents who wrote in to register their detailed objections.</p>
<p>If you have not written in, it is still possible to do so up to the date of the planning Committee, which will probably be in January. Here are 18 reasons this scheme is unsupportable, even after six months of tweaking it: </p>

The paint is literally falling off Basterfield House. Here are the little deposits of paint all along Basterfield Mews that we woke up to this morning, caused by water freezing under the paint surface and blowing it off.</p>
