Crescent House Scaffolding - can't open windows!?

I'm on the 3rd floor and I find it absolutely ridiculous that they've put the scaffolding up a centimetre away from the main windows, which means the windows just won't open at all. Flat is like a sauna.

Does anyone have any idea how long the scaffolding is meant to stay up for?
