Locked communal areas- again

The Basterfield lawn and the baby-Barbican/ rotunda are locked with keyed padlocks again.  What has happened to the combination locks and all residents being given the code number(s)?  We are paying for these spaces for residents use!

No building snowpersons today for me......sniff.

It is only 3 years since Alma Roses's death- on 27th January- and she told me she fought long and hard to have them opened up for ALL residents.  Is she turning in her grave?
