Dear Fellow Resident
The COLPAI project team are looking to discharge conditions relating to acoustics for both the new flats (condition 18) and plant installation, i.e. air-conditioning units etc (condition 41)
Discharge of condition 41 will affect all the residents living close to the site. This will be on top of the school, the school hall and the residential block.

Condition 18 requires that:
“A scheme for sound insulation and noise control measures shall be submitted to and approved in writing by the Local Planning Authority prior to commencement of superstructure in respect of the residential element. The sound insulation and noise control measures shall achieve the following internal noise targets (in line with BS 8233:2014):
Bedrooms (23.00-07.00 hrs) 30 dB LAeq,8 hour and 45 dB LAmax (fast) (design based on the 10th -15th highest representative LAmax measured during a typical night-time period) Living Rooms (07.00-23.00 hrs) 35 dB LAeq, 16 hour Dining rooms (07.00 -23.00 hrs) 40 dB LAeq, 16 hour.
The sound insulation and noise control measures shall be carried out strictly in accordance with the details so approved, shall be implemented prior to the first occupation of the development hereby approved, shall be maintained as such thereafter and no change therefrom shall take place without the prior written consent of the Local Planning Authority.”
Condition 41 requires that:
“The design and installation of new items of fixed plant shall be such that when operating the level of noise emitted from any new plant shall be lower than the minimum existing background level by at least 10 dBA. Noise levels shall be determined at one metre from the window of the nearest noise sensitive premises. The background noise level shall be expressed as the lowest LA90 (10 minutes) during which plant is or may be in operation. The measurement and/or prediction of the noise should be carried out in accordance with the methodology contained within BS 4142: 2014.
Following installation but before the new plant comes into operation measurements of noise from the new plant must be taken and a report demonstrating that the plant as installed meets the design requirements shall be submitted to and approved in writing by the Local Planning Authority. The plant shall be maintained in accordance with the approved details.
All constituent parts of the new plant shall be maintained and replaced in whole or in part as often is required to ensure compliance with the noise levels approved by the Local Planning Authority.”
