Many people overlooking the above area have expressed concern that, during the lunch hours, the area is overtaken by non residents! In a survey on 'Open Air Spaces', this area was clearly classified as ' for the quiet enjoyment of residents'! This is not the case. There have been cases where residents have been made to feel 'uncomfortable' in their own area. Litter has been left behind, and the bins have often been overfilled, because of the excessive use, causing more work for Estate staff! Only today, it was noticed that, apart from many non residents using this lawn as a large picnic area, bringing loads of bowls of food, they are now using the area for bat and ball games!
Despite many complaints to the Estate Office management, over a long period of time, so far, the problem still exists. We are firstly told that the area is a public 'right of way'. That does not give non residents the right to use the area we pay maintenance for, in our service charges, as a park, but to simply pass through! Now, it has been logged in the Estate comments' book, that signs will be erected. However, I have been told that the Legal Department would need to give permission for this, but that they are very busy at the moment on 'other matters'!
I have contacted the Legal Department today, and am waiting for a return call. I have heard from a couple of residents that a few non residents are using the pond area. Luckily, Basterfield House lawn is, at least, for the use, soley, of Golden Lane residents, which is right. We are waiting when this rule will be extended to Hatfield House lawn etc!
